Agenda Format: The purpose of this meeting is to understand the proposed APA amendments, put together a list of information and legal issues we would like addressed, get a conceptual sense of what council would like acted on for specific amendments to be crafted and acted on at a future meeting; and to take comment from the public. 1. Explain the purpose of the suggested amendments - APA reps will be there to explain. 2. Action on the general concepts from council members. You can entertain a motion for each with the caveat that specific amendments will be crafted for future meeting relating to changes in the code if they are code related. General idea would be: I make a motion to have enforcement by APA.......... And you need a second. a. Enforcement by APA from 8 am to 6 pm Monday through Friday; Saturday 8 am to 3 pm; no enforcement on Sunday; excluding parking decks owned by the Parking Authority. Zucal, Santos, Gerlach, Mota. b. Remove car inspection and expired registration enforcement from APA enforcement because they are state violations. Proposed Zucal, Gerlach. c. Prohibit tickets if person is actively engaged in a delivery or drop off within a three-minute time frame. Councilperson Gerlach, Zucal, Santos, Affa, Mota, Napoli. d. Internal Policy - a Councilperson has suggested a 24/7 APA dispatch to response to residents' complaint rather than police respond to complaints after hours but with a skeleton APA crew -- Gerlach, Affa, Mota, Napoli. 3. Take general comment on the public on any of the issues - suggestions or comments.
