While I recognize that as a society and community we have an obligation to assist the homeless population I feel this resolution does not make it clear that our public parks cannot be used as places to sleep. The parks are for all of the population to use with clear guidelines which enhance and ensures that they are in fact open for the use of all. Section i) is written in such a way that opens the door for tents to be set up in our parks.

Most of the rights proposed are already protected by the US constitution, so the resolution is redundant. The resolution as written would encourage loitering, negatively impacting the quality of life of Allentown residents and taxpayers. Our public spaces and parks are the jewels of the city available to all to enjoy, the proposed would prevent the peaceful enjoyment by the public.

Section i) is written in such a way that opens the door for tents to be set up in our parks. I suggest rewriting, or better yet, add another paragraph making it very clear that this resolution does not allow for sleeping in public spaces.
