Courtesy of the Floor is meant to provide public comments on items that are not on the agenda. Public comment during consideration of ordinances, resolutions and motions are limited by topic - your comments must be relevant to the subject matter of the proposed legislation. Public comments are taken before council votes on legislation. You are given the privilege of the floor to provide public comment; it is not a question and answer session. State your position clearly and concisely for consideration. If you speak on behalf of yourself, you have three minutes and if you are speaking on behalf of a group that has several members present, you will be given five minutes in place of everyone coming to the podium. Please address the Council President not individual councilpersons or city staff. Refrain from insulting or defaming staff, officials, and the public; refrain from using offensive language, cursing, and making noises while other people are speaking. Please be aware that comments and/or behavior in violation of these rules will result in a forfeiture of all remaining time and you will be asked to return to your seat.
Contract Approvals
15-8049 R153 Authorization for Contract with Witmer Public Safety Group, Inc. and Cogan Firearms LLC (d/b/a 360 Precision) in the combined amount of $88,210.00, each vendor is being awarded the items for which they submitted the lowest line-item price in the bid, for the purchase and delivery of firearms and related accessories for use by the sworn personnel of the Allentown Police Department. Two (2) bids were received, contract shall be for one (1) year with one (1) additional one (1) year renewals beyond the contract expiration period.

15-8050 R154 Authorization for a Receivables Contract with Ross Body & Frame Works Inc (d/b/a A-1 Towing), with a revenue generating total of $1,085,100.00 for year 2026, 2027, and 2028, and a the estimated expense amount of $4,000.00 per year for the contractor to tow City vehicles at one-half the rates established in the bid. This contract is to hire a highly qualified company to provide towing, storage and impounding services to the City of Allentown, 24 hours a day, 365 days a year. The City shall at all times receive priority service. Work under this project shall include locked, fence-enclosed lighted compound area, preferably attended for security purposes. This project was competitively bid, one (1) response was received. The contract shall commence on January 1, 2026, and shall be for three (3) years with two (2) additional one (1) year renewals beyond the contract expiration period.

15-8051 R156 Authorization for a change order in the amount of $153,165.00 with Michael Baker International to provide technical assistance and assist the City with compliance with its HUD Entitlement Programs and other grant programs as needed. Specific compliance reports and activities include but are not limited to the Five-Year Community and Development Block Grant Consolidated Plan, Annual Action Plans, Consolidated Annual Performance and Evaluation Report, Analysis of Impediments to further Fair Housing and Environmental Reviews. The original contract was for an estimated $100,000.00 per contract year, the addition would bring the contract to a new total of $253,165.00.
