I strongly oppose this bill.
I sympathize with the homelessness situation but feel this would not be in the best interest of the City or the cities population as a whole. The homeless percentage is a very small percentage of the entire city population, but this bill could drastically impact a great number of residents and businesses in multiple ways.

Deinstitutionalization in the 1960s created the homeless problem.
A modern solution is group housing with support for mental health and addiction issues.
The city Council must focus on improving our quality of life by enforcing existing ordinances such as ticketing cars that are driving without mufflers, and motorcyclists revving up their engines at all hours of day and night.
Homelessness is a serious issue, however this proposal is not the best for the homeless population or for Allentown as a whole. Providing affordable housing is. Despoiling parks, streets, public spaces is not in keeping with the work done to improve Allentown. Residents want to live in a civilized place not a 3rd world city.

It appears this bill will legalize panhandling and allow for people to defecate and urinate in public places.
This will jeopardize our community’s health & safety, & lower the quality of life in our city.
It will will disrupt businesses and deter customers at a time when they are already struggling from Covid restrictions!
The best way to assist the homeless is to provide mental health, drug addiction services & group housing.
