15-4157 Legislative Items for Discussion and Policy Decisions:
1. Campaign Finance Reform Amendment - this legislation is based on a Pittsburg initiative - it has been reviewed by the solicitor's office - in a nutshell it would apply FEC limits to city elections (which currently have no such limits) and creates some reporting requirement - these limits appear to be $2,900 for individuals/$5,000 for PACs.
2. Ethics Amendment - in sum, this is a result of a request to draft an amendment to separate city officials, employees, members of abcs - from having any advantages over 'opportunities' for items afforded the general population - this is a real high altitude summary. Read the bill. The solicitor's office also provided links to a model ethics ordinance that is noted on the legislation - that model is really clean and perhaps should be worth taking a close look at for possible adoption.
3. Transfer Process Suggestions as a result of negative balances In response to legislation taking care of negative balances after the fact there was discussion to address this issue through reporting or legislative action: The suggestions or options included:
1) require the directors/managers to do transfers before expenditures can take place.
2) include any negative balance as part of the monthly finances.
3) allow 10% overage but must do a transfer before next expenditure.
4) Controller reports on negative balances.
4. Contract Process - The Administration has provided you with information on the contracts you don't approve per a request at the last meeting.
