15-5016 R64 Rectifies Oversight/Mistake Authorization for Contract with Rettew in the amount of $59,340.00 to purchase the Design and Construction Plan for the Hamilton Street Streetscape-Fifth to Church Streets "Non-Niz" Portion. This was outside the city contract process; RETTEW completed the work with the understanding that they would be paid based on conversations with City staff. RETTEW was engaged to do the engineering work for the rest of the streetscape project up to Church Street and completed this work to move the project along. It is not clear why a solicitation wasn't separately done for work outside of the NIZ. Once the contracting issue was identified, there were conversations with the Solicitor's office on how best to proceed with the project. It was recommended by the Solicitor's office that the City purchase the completed plans. The City has an obligation to purchase the plans since the work was done under the assumption that the city would pay for it and did the work with support from city staff.
