Contract Approvals
15-5346 R142 Authorization for Contract with Electronic Recyclers International Inc to secure services for the collection, transportation, dismantling, salvage, sale, reuse and/or recycling of computer and electronic scrap. This was competitively bid and only one (1) response was received. The estimated budgeted amount in the event that the City has to expend funds to dispose of electronics is $4,000.00. In 2021 the City did not spend any funds for the disposal of electronics. The City advertised the solicitation on August 29, 2022, seeking to secure services for the collection, transportation, dismantling, salvage, sale, reuse and/or recycling of computer and electronic scrap as part of the City of Allentown, Bureau of Recycling and Solid Waste's Electronics Recycling Program, in accordance with the Pennsylvania Covered Device Act (CDRA), Act 108 of 2010. On September 12, 2022 public opening was held for which the City received one (1) proposal. The technical evaluation was held on September 20, 2022. All committee members were present. The Proposal was scored based on the RFP requirements, Ability to Meet RFP Requirements (20 Points), Proposer's ability to best meet the requested services outlined in Section VII (A) #1-#9 (30 Points), The intended plan describing the Collection and Transportation Methods outlined in Section VII (B) #1-#4 and the plan to maximize the reuse, recovery, and recycling of E-Scrap collected, Section VII (D) and (E) (25 Points). The Sole Proposal was reviewed and scored accordingly. Cost proposal was opened on September 20, 2022. Proposal was distributed to all committee members via Teams for evaluation after the completion of the technical evaluation. The cost evaluation committee meeting occurred on September 21, 2022, 9:00 AM. All committee members were present. The committee members discussed the Cost Proposal: The no-cost to the City to fulfill the requirements of this RFP and resulting contract (25 Points). After discussion the committee members scored the Proposals based on Cost Proposal (25 Points). The Committee made the recommendation to not proceed with Oral interviews/presentations as they felt confident in deciding with the information provided in the Technical and Cost Proposals. The committee recommends award to the highest scored firm based on the final scores from the Technical and Cost Proposals. The committee is recommending award to Electronic Recyclers International Inc.

Communications Disclosure Council President notes that we have this disclosure to make pursuant to our ethics disclosure legislation: Council President Mota, Councilperson Hendricks and Michael Hanlon met with representatives from the DaVinci Center - the Executive Director, Lin Erickson; and Chairperson of the Board, Jim McLean on Monday, October 3rd at 3 PM. We discussed the contours of the project, their need to fill an 8m dollar budget gap, and their investment in our youth and community. Note on Emails: Just a note given the requests we have received to read emails at the meetings. The meetings are open, and we will take public testimony - Council is not going to read the emails, but comments can be forwarded to the Clerk, and they will be forwarded to appropriate individuals. There is also a provision for comments on agenda items - it is called ecomment - individuals can simply sign up and they are an afforded opportunity to weigh in on issues or agenda items. Those comments will be public. Budget Meetings: Council is circulating a schedule for budget meetings; this will be finalized shortly and distributed. MMOs: Pursuant to requirements, the Administration has forwarded the MMOs. Copies are on the website attached to this agenda.

REPORTS Public Hearing Notice is hereby given that Allentown City Council will consider for possible adoption an Ordinance amending the Zoning Map and Zoning Ordinance of the City of Allentown. The proposed amendment proposes to amend the Zoning Map and Zoning Ordinance at 2 W. Allen Street (PIN #640744791819) and 1 W. Liberty Street (PIN #640744789158) from I-3 General Industrial District to B-5 Urban Commercial District by (i) rezoning certain parcels to B-5 Urban Commercial District, (ii) adding an additional note (T) to section 1315.03 altering the area and yard requirements for certain parcels zoned B-5, and (iii) providing for a repealer clause, a severability clause, and an effective date. City Council will consider this legislation at a Public Hearing on Wednesday, October 19, 2022, at 6:00 PM in Council Chambers, 435 Hamilton Street, Allentown, PA 18101. City Council may adopt this amendment to the Zoning Ordinance at the regularly scheduled Council Meeting at 6:30 pm immediately following this Public Hearing. Special Committee: At the request of Councilperson Gerlach, I have set up a special committee to systematically review the penalties in the city code, especially as they pertain to imprisonment. Councilpersons Zucal and Santos will also be on that committee. I have also requested someone from the Administration to work with the committee as well. Budget and Finance: Chair Siegel, Hendricks, Santos The Committee met last evening and forwarded two bills related to funding for the DaVinci Center and Coca-Cola stadium which will be on the October 19th council agenda. The next meeting is not yet scheduled. Community and Economic Development: Chair Gerlach, Siegel, Mota The Committee has not met since the last council meeting; the next meeting is scheduled for October 12 at 5:30 PM. Human Resources, Administration and Appointments: Chair Santos, Hendricks, Siegel The Committee has not met since the last council meeting; there are no future meetings scheduled at this time. Parks and Recreation: Chair Affa, Gerlach, Santos The Committee has not met since the last Council meeting; there are no future meetings scheduled at this time. Public Safety: Chair Hendricks, Zucal, Affa The Committee has not met since the last council meeting; there are no future meetings scheduled at this time. Public Works: Chair Zucal, Affa, Hendricks The Committee has not met since the last council meeting; there are no future meetings scheduled at this time.
